This cable's outer housing includes a twist-grip fitting and adjuster. The throttle side end is soldered already; the carburetor end ships bare. You'll trim your inner cable and the housing (separately, of course), and install the included casing ferrule.
After that, solder or screw on the slide/butterfly lift fitting (or an appropriate one for your carb if the included one isn't correct), install and adjust, and you're ready to go!
